Possible Host Sites
In order to legally operate the Lifeline Lottery in the United States, we would need a host Native American tribe with tribal trust land, or a Native Hawaiian organization with trust land, or possibly a U.S. State without a lottery that wants one. It may be easier to set up the Lifeline Lottery in an offshore island nation or in another country, preferably one with a historically stable government and also one within the seasonal corridors of tropical hurricanes and cyclones.
My choices at this beginning point are these because besides my years working with Bear River I also have ties to each tribe listed below:

Table Bluff is a no go. Existing compact with California disallows them to run a lottery operation
